The City of Rotterdam brings extensive expertise in multifunctional rooftop development, data-driven urban planning and Digital Twin technologies to MultiRoofs. Since 2008, the city has been pioneering rooftop transformation through its Multifunctional Rooftop Programme, exploring how underused rooftops can deliver environmental, social and economic benefits. Building on initiatives such as AI-driven rooftop monitoring systems, a social cost-benefit analysis tool developed under the LIFE@Urban Roofs project, and the Roofscape prototype, Rotterdam has developed innovative approaches to assessing rooftop potential and supporting evidence-based urban planning. Its experience with Digital Twins and the Open Urban Platform provides a strong foundation for turning complex urban data into practical strategies for more sustainable and multifunctional cities.

Within MultiRoofs, Rotterdam acts as the Lead Partner, overseeing the project's overall coordination and ensuring close collaboration between partners across North-West Europe. The city also leads Work Package 1, coordinating the development of the joint strategy and action plans that will guide the implementation of multifunctional rooftop solutions. Building on its experience in rooftop innovation, Rotterdam contributes to the development of the project's Digital Twinand supports the implementation of pilot actions, while also carrying out its own pilot in the city. Finally, Rotterdam contributes to the joint training programme, helping share knowledge, tools and best practices with other public authorities. Through its leadership and practical experience, the city plays a central role in helping MultiRoofs turn data-driven rooftop planning into concrete urban transformation.
